Comparing with the tangible products, the service enterprise and service product have such different features as intangibility, inseparability, diversity and non-storability, therefore, the management of service should be actualized and well-targeted combining the actual situation of enterprise according to its inherent features of service.The city gas enterprises are responsible for conveying and supplying natural gas and connecting the terminal users with the upstream gas supply enterprises through city gas pipeline. As a public utility enterprise, city gas is characterized in natural monopoly, public welfare, danger, regionality, non-uniform demand and uninterrupted supply. The scheduling management of city gas is the operational key link for gas enterprises. It has the functions of balancing supply and demand, guaranteeing the steady and safe operation of the gas transmission and distribution system, and meeting the demand for gas from industry, civilian, CNG and commerce within the supply area. This thesis, which is based on the theory of services marketing, has put forward some measures and approaches, briefed as 'effectively forecasting the gas demand, attracting enterprises to participate the scheduling management, extending both the scale and responsibility of plan management and strengthening scientific management based on modern science and technology', to improve the scheduling management in view of those analyzed and investigated problems in order to guide the practice, to better meet customers' demand for gas and to optimize the resource allocation. The detailed improvement measures are:Firstly, knowing the municipal load guideline and gas consumption principle and predict the natural gas demand; Keeping the peak valley balance of daily and season supply and striving for getting more consumption volume; Supervising the plan and design as well as construction of pipe net system.Secondly, setting up the intellectualized plan management system propelled by technology, and replacing the old manual manipulation method based on experience to the scientific one; Constituting the comprehensive management systems by integrating SCADA system, GIS system, remote record system, CIS system, OA system as well as other business treatment systems.Thirdly, leading enterprise to participate in plan management and find out the efficient demand and price through gas dealing in favor of subsequent price innovation, layout construction of gas distribution system as well as investment saving of gas facility.Fourthly, extending both the scale and responsibility of plan management i.e. transfer this only management on keeping balance of natural supply to more aspects concerning about patrolling ,checking as well as repairing gas pipe and line ,treating the repair and complaint issues from customers ,etc.
