Secondly, let all the respondents answer the same questionnaire to measure their wishes to participate in the last Web survey. In this study, 388 questionnaires were collected of which 328 copies of valid questionnaires.Based on the data analysis, for different incentives for improving the network to investigate the effectiveness of the wishes of the respondents to participate in this issue, this paper concluded that: Effective incentives increase the willingness to be involved in the investigation effectively; later incentive is better than advance effectiveness; definite incentives is better than undefinite incentive; cash incentive, manufacture incentive and web service are same in increasing the wishes of the respondents to participate in Web survey; definite cash incentive is the best way to increase the wishes of the respondents to participate in Web survey.
