As a scientific management method, more and more people choose project management to manage a software processing. The software project management is an important part in enterprise's software processing, it concerns the success or failure of software project directly. To make sure hand over on time, offer the products of quality and control the cost in project, it is required for project management to take plan as the thread, in the course of carrying out, regard supervising and controlling as the means, in order to reach the anticipated goal in project.Therefore the whole project process is divided into six sub processes: Project Initiating, Project Planning, Project Executing, Project Monitoring and Controlling, Project Closing and Risk Management by regarding life cycle of the software project in the project management model. Such division, not only accords with people's thinking habit but also offers the facility in practical application.1,Put forward a improving project management model which emphasize risk management.2,The improving project management model is used in Quanzhou environment bureau environment management system. And use Microsoft Project to manage the software project.3,Validate the new model from the whole moments of project implement, especially in risk management. Aim at Quanzhou environment bureau environment management system, use project risk management model to analyse risks at the end of the project. And then classify the risks, set down different risk control steps to resolve different risks.According to the project practice, the project management model which is put forward in the dissertation is very efficient in raising software project exploitation efficiency and reducing exploitation risks.
