In recent years, blackout happened one after the other in domestic and overseas, caused huge loses to society. On Aug14th,2003, power blackout in Midwest of USA. and Ontario State of Canada, 6,180,000MW load lost, and 50 million people are affected by the accident. On May25th,2005, another power blackout happened in Moscow and 25 cities nearby, water supply was cut off, transportation and communication break off, and market closed because of the blackout, about 2 million people was under influence.In China, the same crisis faced by electric network in some large cities, even because of imbalance between national economic development and electric network construction, more problem and contradiction faced by China. On Apr25th,2006, Transformer NO.1 went wrong in Xiangshan power station, an important 500 kV Transformer power substation of Zhongshan, caused blackout and hugest crisis of power shortfalls in the area (as"Event of Xiangshan"for short in this article).This article take"Event of Xiangshan"as an example, first give a brief on crisis management, principle and technique of crisis treating, and evaluation theory of crisis management, then analyzed the character and causation of"Event of Xiangshan", evaluated the performance comprehensively and objectively of Zhongshan Power Supply Bureau. First, we were recognizing the outstanding performance of Zhongshan Power Supply Bureau. On the other hand, we were making an in-depth investigation in the event to disclose a good many problems in the process of the crisis management of"Event of Xiangshan". Then analyzing the status in quo on crisis management of power supply enterprise, and having a deep introspection on the cause of blackout.Finally, according to the theory of crisis management as mentioned above, the article bring forward some measure to perfect the crisis management system of Zhongshan Power Supply Bureau, such as establish reputation maintenance system, warning & prevention system, feasible schedule and integrated organization of crisis management, and evaluation system of crisis. At the same time, aiming at the character of blackout, the article give advices from the participation of standardizing the emergency treatment procedures of blackout, clarifying making principle and content of response plan, strengthen the power grid management to consummate the emergency management mechanism. Unifies the actual situation of power system in Zhongshan area, the author also did a risk evaluation on Zhongshan electric network, and give some advices on risk prevention.The focus of the article is on improving the crisis management system to perfect blackout emergency mechanism of Zhongshan Power Supply Bureau.
