Investigation On The Management And Supervision Of Exporting Foliage-originating Food

In recent years, many countries enhanced their admittance standards for import food and primary products taking into account their own interest because of the continuous occurrence of food safety incidents, Our main importing countries adopted Technical Barriers to Trade to restrict our export products, especially the higher technical barriers such as Japan's"Positive List System"and the EU's new food sanitation legislation were set up to restrict our export food and primary products. The frequent occurrences of exceed Maximum residue limits of pesticides in foliage-originating food was the main reason to suppress our country's export trade . In order to enhance our food safety level, to build a big environment for comparatively safe vegetable product, and to build a small environment for absolutely safe export foliage-originating food, the Management and Supervision of Exporting Foliage-Originating Food was investigated here. The purpose of the Circumscription management is to radically establish a comprehensive Circumscription management environment that arouses social concerns and to ensure safety of Foliage-Originating Food through enhancing management standard by unitizing all kinds of levels of administration management and legislation management, through control over sale, supply and use of agricultural chemicals, through standardization management over planting base. In the pilot of the Circumscription management system, we have developed the vegetable export supervision management system in order to improve the effectiveness, efficiency and methods of supervision. This system consists of base management, tracing management and statistical management. It improves the information utilization rate and supervision effectiveness by GPS, online supervision, online query and data sharing. As a result, it provides technical guarantee for the safety of exported Foliage-Originating Food.In the pilot of the Circumscription Management system and the vegetable export supervision management system, the achievements reveals that this research means a lot on social and economic level, it is greatly worthwhile to spread. The effects mainly lie in the following four factors: First, it has aroused the peasants'concerns about standardization use of agricultural chemicals. Second, it has enhanced the utilization rate of resource by effectively utilizing the social investigation resources. Third, it has helped the export companies enlarge their export quantity and enjoy better margins by reducing the cost and promoting the quality. Forth, the under-standard rate of export vegetables has reduced, so that, the rate of foreign early warning has obviously decreased.
