In the context of globalization,the government often sets strict food safety standards for foods,especially imported foods,to ensure the safe and effective operation of the domestic food market,and only allows foods that meet the standards to enter the domestic market,while these standards may have a significant impact on the food exports of developing countries to developed countries.Therefore,this paper takes Japan's "Positive List System" and China's vegetables export to Japan as examples,to analyze the impact of the introduction of the "Positive List System" on China's vegetable exports,and explore its heterogenous impact on different types of companies.The paper firstly sorts out and reviews relevant theories,literatures and materials,and finds that the "Positive List System" has greatly improved Japan's food safety standards after the implementation,and has also had a significant impact on China's agricultural exports based on customs detention data.Then this paper matches the customs trade data and Industrial Enterprise Database from 2002 to 2010,and builds annual data based on product level(2002-2010),annual data based on enterprise level(2002-2010)and the monthly data of the enterprise level(2005-2006).Finally,this paper uses the natural experiment design,taking the "Positive List System" that was implemented in Japan in 2006 as an exogenous shock,the enterprise that exports vegetables to Japan as an experimental group,and the enterprise that exports industrial products to Japan as a control group,uses a DID model to study the impact of the"Positive List System".The analysis showed that the "Positive List System" did have a significant negative impact on the export of Chinese vegetables and agricultural products,and the impact on vegetables was stronger than on all agricultural products.In addition,the enterprises with larger asset scales larger number of workers are more strongly impacted by the "Positive List System".The impact on companies that TFP are higher is also above average.
