Empirical Research On Policy-oriented Financial Support In The Development Of Export-oriented Shipbuilding Industry Of Shandong Province

Shipbuilding industry on the development of the national economy has an-enormous role in promoting,has always been as a strategic industry for development in the world's major countries. Shipbuilding industry of China has also established a considerable scale industrial system and strong technical strength of the economy,and has become one of the world's three major shipbuilding powers.The Export-Import Bank of China,since its establishment in 1994, implementing the national foreign trade policy and actively using a variety of financial means for the development of Chinese shipbuilding industry,has made great contributions.Shandong Province,as a great national economic and maritime province,its shipbuilding industry, the higher Value-added manufacturing industry,is relatively backward.There are many reasons for the slow pace.Lacking of financial support is the most important factor.Qingdao branch of The Export-Import Bank of China in Shandong Province as the sole business of the branch,the ship export credit has been the focus of business development.As the ship export credit with the low interest rates,the large amount,the long duration of concessions,therefore,making full use of a good ship export credit would greatly facilitate the shipbuilding industry development of Shandong Province.Based on the in-depth analysis of shipbuilding industry development of Shandong Province, according to shipbuilding industry development characteristics and the actual situation of the Export-Import Bank of China operations,this paper hopes to explore and find the right entry point and integrating point,in order to effective graft the policy-oriented financial support for the shipbuilding industry of Shandong Province,to achieve the rapid joint development of shipbuilding industry of Shandong Province and Qingdao branch of the Export-Import Bank.The contents of the paper are below:First,the paper sorts out the theoretical foundation of the study.On the basis of the summary of comparative advantage in theory,theory of competitive advantage,strategic trade theory,the paper obtains the organic links,concludes the inevitability of theory evolution from the comparative advantage to competitive advantage and the inspiration of policy-oriented financial support for the development of shipbuilding industry.Second,the credit risk in the development of the credit operations.In reviewing the type of credit business,trends and the role of support for the development of shipbuilding industry,the paper discusses the credit risk,which may exist in the course of the credit business,and how to guard against the risk with effective measures.These are the inherent requirement and the basic premise for the policy of financial support for the development of shipbuilding industry.Third,empirical analysis of the effect of credit support.As examples of two representative shipbuilding enterprises of Qingdao Beihai Shipbuilding Heavy Industry Corporation and Weihai Shipyard in Shandong Province,from the shipbuilding capabilities,product business scales, enterprise performance enhancing aspects of the investigation,the research shows that the ship credit business promoted the better development of two enterprises.Fourth,the recommendations of ship credit business in Shandong Province to promote the development of shipbuilding.On the basis of theoretical analysis,empirical research,from the development of the industry,administration departments,import and export credit operations respectively,the paper achieves the policy proposals,measures and methods about how to promote the development of shipbuilding industries in Shandong Province,to more effectively carry out the Credit business,to achieve the joint of the credit business development and the shipbuilding industry.Because the financial policy to promote the development of the shipbuilding business is a very complex issue,the paper strives to release relationships behind the issue and interpret them clearly.
