Export-Import Bank of China (EIBC), as the only official export credit agency, charged with implementing national foreign trade policies and serves for the central government's main economic purpose of developing domestic economy. With the changes of domestic and international economic environment, Export-Import Bank of China, along with other policy-oriented banks, are facing the same problem:how to maintain a healthy development in the changes of internal and external economic environment, and how to find the balance point between the government's economic intention and improving their own revenue and competitiveness.In recent years, during the changes of domestic and international economic environment and the field of foreign trade, Export-Import Bank of China already carried out a preliminary exploration, seeking for the innovation of business and internal processes. The basic direction of transformation of EIBC is international economic cooperative bank. This train of thought accords with the government's future requirements, and also made a preliminary effective, but for the path of transformation and business planning, there is still a lack of discussion and systematic analysis for the framework.This paper took China's economic and financial development and the evolution of function of EIBC as a starting point, combined with of EIBC and commercial banks, and adopted relevant successful experience of domestic and international financial institutions, finally built a framework for the development in the transformation of EIBC. It starts from the institutional arrangements of EIBC, then analyzed the institutional imbalance of EIBC in the transition path, based on the previous analysis, concluded to the future business development framework.In this paper, the structure is divided into five main sections. Chapter 1 describes the background and significance of this research, combing through the literature on the current research in this area were summarized by the frame structure of the article, analytical methods have been summarized in the introduction. Chapter 2 explores the starting point of the transformation. Chapter 3 explores the imbalance of the institutional arrangement in the perspective of institutional supply. Chapter 4 conducts business innovation and strategy to demonstrate the need for transformation, and analyzed the transition path. Chapter 5 is a specific operational framework for the planning, which is also the key content and innovations of this article.
