The Pearl River Delta Region (Guan Zhou, Zhu Hai, Shen Zhen) is the most developed and the most rapid in terms of growth of the China Economy. However, due to the gradual change in ambient condition of the investment, the foreign merchant and businesspeople from Taiwan rotate the economic growth investing in to the Yangtze River Delta region (Shanghai, Jiang Su, Zhe Jiang), boosting area's economic growing relatively.Due to the raise of many new economic regions all over China, Pearl River Delta Region (especially Guan Dong Province) is facing gradual loss of advantage in location, political and strategic influences. The region is thus planning the reform of regional economic development. December 9, 2008 formally adopted by the State Council approved the National Development and Reform Commission《Reported the reform and development of the Pearl River Delta Region Program》.As long as the Government directs the general direction to develop industry, the rest is only limited by ability and imagination.Government is in an urgent need to do the first major policy announcement that a second economic miracle in the Pearl River Delta is to lock in high value-added knowledge-based services, to make a general direction; next is the implementation of the various units to spread the concept of industrial policy, deep rooted into each unit. Government does not need to restrict where the manufacturing plant will be set up to allow business owners to decide. As part of high value-added in the services sector, the direction of new employment opportunities should also be placed here. This will be the right path for Pearl River Delta Area.Which is classified as modern industry and should be developed; which are traditional industries and should be transferred out should not be delineated by the Government but by enterprises to choose while guided by industry policies. However, a transition model cannot embrace the entire model of development in GuangdongNaturally, the Government has no need to interfere with the manufacturing sector due to the maturity of the manufacturing industry in the Pearl River Delta development. However, other industries, especially the high value-added knowledge-based service that is the main focus of Pearl River Delta, the Government must play a role.
