China's banking industry is facing the complex and ever-changing macro-economic situation, business restructuring and the pressure of rising non-performing loan ratio enormous challenge, under the dual-channel impact of the international financial crisis and our economy is down. At the same time, the Chinese Government comes up with a plan of 4 trillion of infrastructure investment in November 2008, which is a great test of the wisdom and the risk control ability of the Chinese commercial banks. All of this raised new issues and requirements to the competitiveness of China's commercial banks.Based on the analysis of the original at home and abroad theory on the competitiveness of enterprises and competitiveness of commercial banks, combining with the actual situation in China, this paper put forward the use of evaluation index system and the factor analysis method. Selecting the listing of China's 14 commercial banks' 2008 Annual Report for the study, this paper uses the empirical analysis to identify the four public factors impacting the competitiveness of commercial banks.Besides, this paper puts forward a variety of policy proposals for large-scale state-owned banks, joint-stock commercial banks and small and medium-sized city commercial banks in the different characteristics, combining with the actual situation of the case studies separately. Finally, this paper also put forward the proposed for three types of banks in common against the background of the international financial crisis.
