Eu Technical Barriers To Trade Impact Of China's Foreign Trade And China's Response Strategy

This paper investigates the impact of the EU technical trade-barriers to Chinese export. It starts from the background of the trade-barriers'erection, and then analyzes and generalizes the overall concept of technical trade-barriers form the following three aspects: its definition and characteristics; the background reasons for its erection and its own features. Based on the general understanding of the concepts in the first part, the second part further elaborates on the categories and measures that the EU commonly adopts as the technical trade-barriers. Through the introductions of the technical regulations, technical standards, conformity assessment procedures and quarantine system, the third part of this paper will begin to analyze the impact of the EU technical trade-barriers to China. This chapter first reviews the development of Sino-EU trade and analyzes the trade-barriers for bilateral development, and then investigates the impact of the technical trade-barriers to China from the perspective of the various industries. On the foundation of the exploration of the reasons for the EU to widely adopt the technical trade-barriers, this paper probes into the impact on Chinese enterprises at all levels. The forth part analyzes the main reasons for the EU to set up the technical barriers from the economic, political, environmental, legal and technical point of view, and China's own reasons for suffering the trade-barrier confinements. Through the investigation of causes for the erection of the EU trade-barriers and the restrictions on the domestic products, this paper presents the general framework of the impact on our national industries and our technical competition and then the author puts forwards her own views. The fifth part of this paper proposes the corresponding countermeasures for Chinese government and the domestic industries facing the EU technical trade-barriers, and then analyzes the ideas for them to deal with these barriers. This paper offers the solutions for changing the disadvantageous positions for our national enterprises form the viewpoints of both the government and the industry, and also presents some suggestions for mending these shortcomings from aspects such as the awareness, the legal system, science and technology.Through the introduction and explanation of the main contents and characteristics of the technical trade-barriers during the international trade, this paper explores the profound impact of the EU technical trade-barriers to China from the perspectives of the Sino-EU political game and the uneven development within the EU. And based on the analysis of previous researches, this paper identifies the economic and technological gaps in China-EU trade, China's extremely disadvantageous position facing the EU technical trade-barriers as well as a number of recommendations to deal with these barriers.
