Analysis On The Issue Of China's Trade On Vegetable Exports And Technical Barriers To Trade

Vegetables are one of the agricultural products which possess comparative advantages since China's entry into WTO. Our country's vegetables exportation is increasing remarkably in recent years and its ratio is growing in agricultural products exportation, which has made significant contributions to rural economic development and in improving farmers' income in China. China's vegetables output, more than half of the world aggregate volume, is the fifth largest across the globe. Under the current favorable situation, however, our country's vegetables exportation has been suffering from constant foreign trade barriers in recent years, which greatly influenced China's vegetables exportation in the short run. With the development of economic globalization and deepening free trade, technical barriers to trade(TBT) in a legal form and concealed manner has enjoyed great popularity among developed countries while tariffs and traditional non-tariff barriers are restricted day by day, which has become a great trade barrier to China's vegetable exportation. Studying on the effects that technical barriers to trade exerted to vegetable exports, therefore, analyzing and summarizing TBT scenario encountered by China's vegetable exports, which would have significant theoretical and realistic significance through improving the international competitiveness of vegetable industry in China in the course of promoting vegetable exports to cut across TBT.This paper, maintained that technical barriers on trade are mainly exerted in China's vegetable exports in the form of inspection quarantine system, technical specification, commodity packages and labeling, qualification authentication system with anti-terrorism barriers on food. We concluded that technical barriers on trade would have some impacts on the trade scale of exporting countries in the short run through analyzing the impacts that technical barriers on ttrade exerted to trade volume, terms of trade and social welfare of exporting countries by international economics theoretical means in static and comparative static way. From medium and long term perspective, however, its trade volume will increase dramatically if the exporting country across over technical barriers on trade. Then, analyzed changes of the history related to China's vegetable exports, the structure of exported vegetables and its main destination of flowing , draws the conclusion that reasons of transformation in China's vegetable exports with its major trading partners combined with technical barriers on trade are the significant factors that impact vegetable export. This paper, collected numerous cases and data of technical barriers on trade occurred in China's vegetable exports, analyzes that technical barriers on trade jeopardized China's vegetable exports in empirical and theoretical ways. Consequently, we reckon that China should enhance its ability in supporting agriculture, implement production standardization strategy, establish exporting warning mechanism, diversify exporting markets, differentiate exporting goods and bring vegetable industry association into play in addressing technical barriers on trade.
