Technical Barriers To Trade Countermeasures

With the development of economic globalization, the liberalization of international trade is being pushed forward, however, barriers to international trade has not been completely eliminated. With constantly decreasing of the traditional tariff barriers, non-tariff barriers are being adopted as a major tool of trade protection, especially technical barriers to trade(TBT), as the new trend of trade barriers, are influencing international trade greatly in recent years. More and more countries, especially developed countries, by virtue of their technical advantages, are adopting TBT to protect domestic industries. Technical barriers have become the best shelter of trade protectionism.Zhejiang, as a big export province in china, is suffering the serious impact from technical barriers to trade. The European Union, the United States and Japan have been the major e regions which practice a lot of technical barriers to trade. And TBT has seriously influenced the exports of Mechanical and electrical products that are one of the most important export products in our province. And it will affect the international competitiveness of mechanical and electrical products seriously and badly, if we can not overcome them effectively.My paper begins with defining TBT, and then explores the emergence of technical barriers to trade respectively from different perspectives such as the correcting market failures, the technology gap and so on. and TBT plays a role through the mechanisms of controlling the price and the number, and also the economic impacts on trade conditions and the well-being of countries are further expounded. Based on the theoretical analysis, the status quo of export of electronic and mechanical products, the reasons why they suffer greatly from TBT and also the economic impacts from TBT, are analyzed in detail. in order to overcome and across the TBT effectively, strategic alliances including government, industry associations and enterprises must be build strongly. The Government, industry associations, and the enterprises must play their role fully. Only through this, the Zhejiang's electronic and mechanical industry can get a healthy and sustainable development.
