With the development of international and domestic situation, no doubt, it is not only active and realistic, but also important and instructive meaningful to improve the management of aviation enterprises, applying the advanced project management to equipments and instruments import project. As respect with management issues and solutions about the projects of equipment and instrument import such as hydraulic dynamometer etc. in which the writer has been involved, the project features have been analyzed. From the summarized experience of management, and on the basis of the project theory and method studied in the writer course of project management, as well as the features of aviation enterprises, some project management problems have been expounded in eight ways, including management scheme, team construction, plan schedule and cost control, project authorization and technical design, communication design, bid purchase and contract management, commissioning acceptance, risk assessment and quality management. At last the project management methods, application and procedures of purchasing products abroad have been resulted.Firstly, based on management problems of aero-enterprises occurring in products purchase abroad, for the project management theory and method, the main ideas, classification and development processes have been introduced. As regards with the background of project management application in the project of equipment and instrument import, the necessity and feasibility of project management theory and method application in the project of equipment and instrument import have been explained. Briefly the writing idea and main content of the paper have been introduced.Secondly, on the basis of introducing the main procedures, characteristics and involved knowledge of the project of equipment and instrument import, the management problems existing in the project have been summarized and analyzed. A proposal has been promoted in which idea change and management method and management system improvement is essential to improving project status and solving existing problems. To realize the project management characteristics, by applying the relevant project management theory, the feasibility of project management application in the project of equipment and instrument import has been discussed. Especially the advantages have been pointed out.Thirdly, combining with the real case, that is to say, dynamometer import, in which the writer has taken responsibility of being both foreign affair manager and English interpretor, in detail project management methods applied in the project of equipment and instrument import have been explicated in some ways, such as management scheme, team construction, plan schedule and cost control, project authorization and technical design, communication design, bid purchase and contract management, commissioning acceptance, risk assessment and quality management.Finally, in allusion to the characteristics of the project of equipment and instruments import, it is put forward that the acceptance of project is the end to purchase abroad, but is not end to project. It will not be concluded until the performances and functions of products non–designed points purchased abroad have been operated, and the application potential of other equipments and resources matching with the purchased products has been found. Moreover, the time of the Project Life Period Module has been prolonged. The brief suggestions have been proposed which are key for aero-enterprises to strengthen the management after completion of purchasing products abroad in the new module.
