Research On And Establishment Of Food Quality Security System For The Important Activities

Important activities refer to the various important political, economical,cultural and sports activities that demand public health safeguards as requested by the Party,the central government and the party committees and the governments at the provincial and local levels.Food quality security is drawing high public attention following the rapid economic development and the improving living standards.The reception work in the important activities grows much complicated.At the event reception,once the food quality security fails,not only the health of consumers might be seriously affected,but also the agricultural sector and food industry's international competitiveness will be affected, leading to doubts by the domestic and international market on China's food quality and reducing their confidence on the entire city or even the whole country.The organizers and hospitality sector thus encounter a serious challenge,and at the same time,raises a new issue,that is,how to set up the food quality security for the important activities and to oversee the implementation of the security system.On the basis of studying the status quo of the food quality security for the important activities at home and abroad,the thesis makes systematic analysis on the food security system status quo in China and the existing problems through the experience on food quality and security learned from the foreign developed countries,and research at setting up the food quality security system in an important activity's perspective. Three major problems of the food security in the mega events are identified. First,food regulatory bodies overlap.Food security involves more than 10 departments,such as industry and commerce,health,quality supervision,agriculture,food,environmental protection,customs, economy and trade,forestry.The Law enforcement supervision system has not completely straightened out.The division of the responsibilities is not clear and the duplication of the law enforcement is prominent.The overlapping seriously affects the full play of the food quality supervision by these departments.Secondly,food regulatory systems need immediate improvement.Blind supervision spots exist at the aspect of the food source,its circulation,processing,serving at the tables.An overall supervision from farm to fork has not established.Thirdly,the subsidies for the food supervision technology are insufficient.The food supervision did not obtain the strong backing up from the technologies. By using the retrospective investigation and on site verification method, the thesis analyzes comprehensively the food chain from farm to fork for the important activities at the aspect of both the food production and operation management and the technology supports.A food quality security system,applicable to the food production,transportation and processing, is established for the important activities.The thesis expands the specific requirements in the processing cycle by the HACCP system to control the two key aspects of the food production and the circulation.An overall management and supervision from farm to folk is thus realized for the food quality security for the important activities.During the worldly eye catching 2008 Olympic Games,Qingdao hosted the Olympic sailing competition and the Paralympics sailing competition. The food quality security system for the sailing events was initiated and tested.235,000 meals are provided for the sailing competitions.No incident of food quality occurred.The food quality security mission is successfully completed.Nominally,setting up a food quality security system is a periodic work by the government at a special time and at a special context.It is a necessity for effectively improving the food quality and for successfully hosting a green Olympic and harmonious Olympic.However, when we look through the surface,improving the food quality and securing the food safety is not only a demand for improving the customer's benefits but also a demand for improving the supplier's incomes.Last but not least, it is a necessity for expanding the domestic demand,invigorating the economy and reducing food resources waste and creating a conservation-minded society.Therefore,setting up the food security system for the important activities,improving the quality and securing the food safety is also a practice of the scientific development concept in the food security area with an important socio-economic value.
