Small and medium-sized enterprises occupy an important position of the development of our national economy. The difficulty of financing has always been the bottleneck for those enterprises. Finance, Transportation and Warehouse (FTW) is a new term for innovative service model designed by academia based on the business practice. FTW is a platform which requires comprehensive coordination, centralized management and integrated operation. FTW emerges to make chattels pledge financing happen by bonding banks and enterprises together.This paper studies FTW focusing on analysis and decision making on the purpose of helping small and medium-sized enterprises to solve the problem of financing. In the pattern design module, the paper designs three patterns including bank driving FTW, client centric FTW and logistic agent FTW using examples of textile industry and current industry of steel. In the pricing model module, the paper introduces the pricing model of FTW under conditions of static permissible delay in payments and static discount rate. And based on that, the paper builds the pricing model of FTW under conditions of dynamic permissible delay in payments and dynamic discount rate. By solving the model, the paper gets the retailer's repayment strategy and the FTW server's pricing strategy. In the risk analysis and decision making module, the paper summarizes all the risk of FTW in four aspects which are pledge, supervision, credit and law and designs decision indexes for valuation risk and price fluctuation risk.
