Build A New Agricultural Science And Technology In Jiangsu Service System

At present,China's agricultural development is in the crucial period of historic change from extensive management to intensive management and from traditional agriculture to modern agriculture. To achieve these transformations and agricultural development leap with high quality, reform is the only way and scientific and technological progress and innovation is the key. As an important province in China eastern coastal areas, Jiangsu is one of thirteen Provinces that taking its initiative to realize modernization ahead with good development. Although Jiangsu Province has already achieved 55% of contribution in Science and Technology to the social development in 2006,but there is still a big gap with developed countries whose contribution rate is 70-80%. Hence, it is very important to advance the creation of agricultural science and technology extension system and establish an agricultural science and technology service promotion system with efficiency, in order to promote transformation of agricultural science and technology achievements in Jiangsu Province.In this paper, combining theoretical analysis with empirical analysis, qualitative analysis with quantitative analysis, macro-with micro-analysis, it summarized previously related researches and the contents of empirical analysis as follows:The paper carries out an analysis of the main status of Agricultural Science and Technology extension services in Jiangsu. It investigates four organizations including the government's agricultural extension service agencies , rural specialized cooperative economic organizations, agricultural science and technology parks and tertiary institutions .This paper empirically studies on Jiangsu peasants'demand for extension services in agricultural science and technology, and the wills mainly reflect on four aspects: first, farmers generally have a strong will of the scientific and technological needs; Second, farmers show higher demand on production and technology production; third , the paper reflects farmers'choice of services ,more than half of the farmers think that "the guidance of technicians to the countryside" the most effective; fourth, farmers are interviewed feel that the current extension services in agricultural science and technology areas most in need of improvement followed by is: the actual content to be close to the production, the method of promotion should be easy to grasp and to increase the number of services. In the Logistic model ,farmers'age, educational level, per capita income of peasants'families, total area of arable land and the proportion of the farmers to pay around them, the availability of loans are major factors to influence the he farmers'will of investment in science and technology .The paper analyzes the successful experience in developed countries, made the promotion of elements and framework. Then it put forwards the elements and framework of construction of new agricultural science and technology service system in Jiangsu Province. Upon above, the paper put forward the principle, element and frame of establishing a new promotion service system of agricultural science and technology. Then it gave some suggestions on further tool improvement as follows. First, actively promote the reform and improvement of the government's extension system of agricultural science and technology. Second, vigorously foster emerging organizations of sci-tech service . Third, strengthening software and hardware environment of rural sci-tech service. Fourth, enhance the enthusiasm of participation by all parts and the implementation of sci-tech service. Fifth, encourage the model innovation of rural sci-tech service.
