Agriculture is basic industries of a country.At the same time, agriculture is a weak industry. China is a typical small agriculture economy, agricultural production scale is small, farmer's ability to resist risks is also low.As a kind of effective risk management mechanism, agricultural insurance is regarded highly by the government gradually. it could be said that develope and improve agricultural insurance have far-reaching impact on promoting agriculture healthy and stable development, increasing farmers income, increasing food production, solving the "three rural" issue, speeding up the construction of new rural areas, and resolving the current food crisis. Inner Mongolia is the greate agriculture and husbandry region but one of the serious natural disasters areas. It is very useful to study on farmers'desire of participation for agricultural insurance in Inner Mongolia.This article mainly contained four parts.First, the basic economics theory about agricultural insurance were introduced such as Quasi Public Goods, information asymmetry and Externality .Second it assumed development of agricultural insurance and current situation in Inner Mongolia.Third it studied on small farmers'desire of participation for agricultural insurance in Inner Mongolia with empirical analysis. The article based on the local survey data of 245 households, used the basic principle of econometrics and economic analysis tools to study small farmers'desire of participation for agricultural insurance in Inner Mongolia, and used Dprobit regression model to find out some important factors of effecting small farmers'desire of participation, then given out the corresponding countermeasures and suggestions with these results.
