With the accelerating process of the globalization and networking of economy and increasing diversification and individuation of the customers' demand, traditional large-scale, high-volume, single-function mode of production has been difficult to meet the rapidly changing market demand. Therefore, the need for enterprise organizational reform is essential. Virtual enterprise, a brand new form of organizing enterprises, provides a new idea for developing a broader market space. In the process of organizing virtual enterprise, partner selection is a crucial step, which is directly related to the operation effect of virtual enterprise, so the partner selection is definitely the chief issue of the research on the virtual enterprise.Based on the enough analysis of related literatures, this paper, aiming at building the evaluation index system, the attribute weight and the multi-attribute decision making evaluation, adopts the theory of rough set and multi-attribute decision making. Combined the practice of constructing virtual enterprise , it emphasizes on the issues of weight design and evaluating attribute value of multi-attribute decision-making matrix, in order to present an available solution to the difficult issues of value evaluation in the present related process of construction of virtual enterprise and further better embodies the application value of virtual enterprise.This paper firstly gives a theoretical overview of virtual enterprise partner selection issues, and introduces the concepts and characteristics of virtual enterprise and the principle of partner selection; then analyzes main issues of virtual enterprise partner evaluation, builds up evaluation index warehouse, and identifies six evaluation indexes. On this basis, this paper researches the problem of index weight, puts forward the definition of the strong ordinal consistency of judgment matrix. An adjustment method is given with the combination of the realization requirements of satisfactory consistency. To dealing with the issue of partner evaluation with incomplete information, this paper considers decision-making evaluation issues which contain null values and fuzzy attribute values and puts forward the corresponding algorithm combined with rough set theory. Finally, an example is proposed to carry out an empirical research and draw the final conclusion of virtual enterprise partner selection to prove the validation.
