With the arriving of knowledge economy, the current products and market show different characteristics compared to industrial economy. More and more enterprises begin to turn to the external to seek the solution for challenge, as realizing the hardness to adapt to the ever-increasing market competition only relying on inside resource optimization. Virtual enterprise, as a new organization pattern for optimizing the integration of resources and capabilities, has become the realistic choice of most enterprises. The issues of virtual enterprise have stimulated many scholars' interests, and lots of theoretic achievements emerge in recent years. Many scholars are inclined to regard the virtual enterprise as an integration of core competence, but never made detailed description of the specific relationship between them. In this situation, this paper chooses the core competence under the virtual enterprise environment as the research subject and carries on the correlative discussion, aiming at providing some beneficial enlightenment for the further research.The paper carries on systematic analysis on the core competence issues, which is involved in the virtual enterprise construction and operation, based on methods/tools in strategy management, integration theory, etc. and many scholars' achievements. It begins with defining the concepts of virtual enterprise and core competence, and discusses the relationship between them from their attributes, life cycle and value chain aspects. Then capability-based virtual enterprise partner selection program is promoted primarily, and with analyzing the particularity of partner core competence evaluating, an index system for evaluating it is established subsequently by reviewing the attributes of the virtual enterprise operation. Furthermore, a simulated example is illustrated to show that the model and the fuzzy clustering algorithm are feasible and correct. Based on the integration and dynamic capability theory, the hierarchy and interaction among core competence, element and entity are analyzed, and the virtual enterprise operation framework and institution platform are established, centering on the core competence integration. Lastly, the paper analyzes the update mechanism of core competence in virtual enterprise from organizational learning aspect, and concludes some affecting factors.
