Constructing the modern enterprise management system is imperative, especially when the domestic design institutes face the enormous pressure and challenges from dynamic international market. Design institute belongs to knowledge concentrated industry, so the human capital is the key for enterprise's developing. How to attract the talents, encourage the talents and evaluate the talents is the kernel of the management for those enterprises. It is also the fundamental issue for judging whether the enterprise could survive while keeping growth under the cruel competition. Therefore, the basic method to solve this problem is to establish an effective and efficient compensation system to attract, maintain and encourage talents for promoting the development of the enterprise.Analyzing current circumstance of the human resources and compensation system of CNFI Design Institute, plus investigating the professionals' satisfaction on the compensation system with the research in the industry wage level, it is not hard to draw the conclusion that the compensation system of CNFI Design Institute has deficiency of motivation and fairness. It is very crucial to construct a completely new compensation system.Skill-based Pay Plan is people-oriented, while Performance-based Pay Plan is result-oriented. Both of them are popular compensation systems which many companies have been using. Unfortunately, both have deficiencies. This thesis will discuss the integration of these two systems into the Skill-performance based Pay Plan can foster strengths and circumvent weaknesses of their own. The skill-performance evaluation system would be constructed for adapting current circumstance while feeding the requirement from design institute. Meanwhile, the professionals could be assigned with higher level wage due to the improvement of their skills. Moreover, for motivating the professionals to generate more profit, the enterprise would have the projects assigned to individual based on their performance evaluation. Furthermore, the supporting systems would be set up to ensure the implementation of the compensation system.
