The Plight Of China's Urban Water Supply And Its Countermeasures Study

The development of Urban Water Supply Industry, which is close related with people's life, is an important part of improving urban function. Since the urban water supply gathers resource scarcity, natural monopolization and public entrepreneurship in a body, our country has implemented strict control on urban water supply. With the development of our society, especially for the comprehensive establishment of market economy, urban water supply in our country hasn't been able to meet the demand of new situation, which finally involves in many problems. Therefore, it has been a pending issue in front of us to earnestly study the present difficulties in the urban water supply of our country, analyze causes, realize harmony development of urban water supply program and meet the need of urban economy and social development by establishing scientific and reasonable government regulation structure as well as policy measures.This paper attempts to analyze the plight of current urban water supply at the point of Quasi-public products supply as well as make reasonable suggestions to the problem. First of all, features of water supply as a sort of Quasi-public products and development process of water as a kind of Quasi-public products provided by government is discussed in the paper, with the perspective of public products theory, on the foundation of reasonable definition of the scope of public products provided by the government. Secondly, taking urban water supply situation of YUEYANG city as a case, introduces main parts of urban water supply, analyzes the current situation and main problems involved of urban water supply in our country, according to which, concludes the causes of China urban water supply plight immersed in by Ambiguous property rights of urban water supply enterprises, half-developed water supply laws, chaos of water supply management agencies. Finally, basic ways of solving the problem is proposed separated from law formulation, government policy and supervision, urban water supply franchise etc.
