Study On Status Quo,Problems,Countermeasures Of Urban Water Supply Reform In S City Industrial Park

As an important part of municipal public utilities,Urban water supply is not only related to the daily production and life of the public but also related to the sustainable development of the city.At present.the mode of Urban water supply of S city Industrial Park is Franchise mode.However,there are still many problems during the urban water supply reform with the increasing contradiction between the shortage and the huge demand of urban water supply and the aggravative water pollution.This paper analyzes the history and problems of the reform of the water supply industry in S City Industrial Park from three levels of government,enterprise and public,and analyzes the relevant reasons:the imperfect supervision basis of the government hinders the reform and sustainable development of the water supply industry;non-standard supervision mechanism of the government lacks the scientific and effective of implementation;the lack of public responsibility leads the public trust crisis in government;the pricing mechanism for water prices is imperfect to meet the basic needs of residents;the insufficient water treatment standards and capacity affect the stability of water quality;the urban pipe network is aging and the leakage is serious;the construction of smart water platform is not perfect,the service quality needs to be improved;the public participation is not enough.public governance effectiveness is low;public facilities water damage causes safety hazards.This paper sorts out the three basic concepts of water supply,water supply industry and municipal public utilities,elaborates the theory of public goods.the theory of government responsibility,the theory of social governance,and on the basis of the practical enlightenment on the reform of urban water supply industry at home and abroad,creatively constructs the "Multi subjects" from government,enterprise and the public,and puts forward the targeted countermeasures:perfect the laws and regulations and standards to ensure the healthy and sustainable development of the water supply industry;standardize the mechanism of government supervision to improve the scientific and effectiveness of government decision;clear the public responsibility of the government to maintain social harmony Stable;improve water pricing mechanism to protect the basic needs of residents:water supply enterprise improve the water treatment technology to ensure the water supply quality;enhance the construction of the water supply pipe network to improve the efficiency of urban water supply;increase the information construction to improve the service quality;strengthen public participation to improve the quality of public services;strengthen the promotion of legal knowledge to promote water conservation awareness.
