The Research On Small-sized Irrigation Facilities Supply In The View Of Public Goods

Agriculture is the basis of our national economy, farmland water conservancy is the lifeblood of China’s agricultural development, which has an important role in agricultural development. The supply of agricultural of farmland water conservancy facilities has an effect on the development of agriculture and farmers’life. Since1949, China’s water conservancy has witnessed a series of institutional changes of development, and made a great progress. But there are also a series of problems accompanying it. The large-scaled farmland water conservancy facilities, which are invested by national finance, are developed very well. However, because various reasons, the small-scaled farmland water conservancy facilities can not get the support, thus causing some problems such as having long been out of repaired, the absence of institution supply and the confusion of the management system. If the current situation can not be changed, it can not adapt to the further development of the rural, and even can restrict the sustainable development of the country.Anhui Province, as one of the thirteen major grain-producing provinces in China, its grain output is among the forefront. Its grain output has a great relation with the food security in its region. Continuous drought in Anhui Province in recent years had greatly influenced its agriculture. On the one hand, that is because the disaster itself, on the other hand, it highlights the problem of insufficient supply of farmland water conservancy facilities in Anhui Province.Therefore studying on the issue of the supply for small-scaled farmland water conservancy facilities in Anhui Province is meaningful. According to the theory of public goods, small-scaled irrigation and water conservancy facilities are local public goods. However, a supply shortage is caused by because the disputable supply, inadequate supply mechanism leads to the confusion of the small-scaled farmland water conservancy facilities management that has been built.From the perspective of the theory of public goods, by describing the current supply situation of small-scaled farmland water conservancy in Sixian conservancy facilities, which can analyze that the two aspects problems in the interest-subjects and supply mechanism of small-scaled farmland water conservancy. Then according to the problems listed above, this thesis put forward the suggestions of strengthening the role governmental function, clearing the property rights of small-scaled farmland water conservancy and perfecting the supply mechanism.Research ideas are first to determine the theme of the study. The theme is the "Study on Supply of Small-scaled Farmland Water Conservancy Facilities in Anhui Province". Depending on the nature of the small-scaled farmland water conservancy facilities, this research is based on the perspective of the theory of public goods, and then select Anhui Sixian as the investigation object, designing and perfecting the questionnaire. The survey uses the way of household survey to obtain first-hand information, then summarize the supply situation of the small-scaled farmland water conservancy facilities in Sixian. According to the data from the interview, this study analyzes in-depth the reasons behind the current situation, and puts forward suggestions for interest-subjects and supply mechanism.This paper has six parts as follows.The first chapter is an introduction, mainly on the research background and significance, describing the negative impact of drought in recent years, reflecting the situation of insufficient supply of farmland water conservancy facilities. And narratives research ideas and contents, introducing the research approaches mainly are a combination of normative analysis and empirical analysis, and the case study method. The innovation and inadequacies of the research are also included in this chapter.The second chapter is literature review and theoretical basis of the public goods theory. Firstly describes the related research at home and abroad, then reviews separately the research at home and abroad. Briefly introduces the theory of public goods, including the definition, nature and classification. The small-scaled farmland water conservancy facilities belong to the category of quasi-public goods as defined according to the theory of public goods.The third chapter is the study about the construction of farmland water conservancy facilities in Anhui Province.It describes the course of the development of farmland water conservancy construction in Anhui Province, and through the establishment of a regression model for the relation between the construction of farmland water conservancy facilities and agricultural development, this chapter has an empirical research to come to the conclusion that the construction of farmland water conservancy has a significant positive correlation to the agricultural development.The forth chapter is description of the supply situation of farmland water conservancy facilities in Sixian. According to the research data, the thesis elaborates the supply situation of small-scaled farmland water conservancy facilities in Sixian, which provides a reliable empirical material and information for the following contents.The fifth chapter is the analysis of the problems and causes in the supply of small-scaled farmland water conservancy facilities. Based on the analysis of the forth chapter, this chapter explores deeply the problems of supply, and finds the two-level reasons from interest-subjects and supply mechanism. Interest-subjects include the government, farmers and the third-party investors. The supply mechanisms include decision-making mechanism, raising financing system, supervision system and management mechanism.The sixth chapter is the suggestion part. According to the reasons given by Chapter five, it puts forward some incentive mechanisms for the interest-subjects and suggestions to improve the supply mechanism, such as strengthening governmental functions, clearing property rights for public goods, reforming the decision-making mechanism and so on.
