As an induced institutional innovation, China's farmer specialized cooperative economic organizations are a direct response to the contradictions between a big market and small-scale agriculture production. This paper, in the background of socialist new countryside construction, drawing on the development experience of international rural cooperatives and the theory of industry chain, institutional economics and mechanism design, deeply studies regional and industrial distribution differences of China's farmer specialized cooperative economic organizations, explores the causes, motivation mechanisms and the development achievement of various farmer specialized cooperative economic organizations, and deepens understanding to farmer specialized cooperative economic organizations, reveal the law of its development.This paper finds that multiple factors such as political, economic, cultural factors determine the distribution imbalance of regional and industry, including both macroeconomic factors and micro-factors. Of these factors, the development level of market-oriented economy, concentration and commercialization level of industry, government action, industry property, and the involving level of non-government organizations are the major factors. Generally, farmer specialized cooperative economic organizations base on local industry with comparative advantage, and have strong relationship with local leading agriculture industries. Therefore, this imbalance has its inevitability, it is impossible to eliminate all imbalances. Local governments should choice its competitive industries; seize all opportunities to promote the development of farmer specialized cooperative economic organizations. By empirical analysis of the regional industry with comparative advantage, this paper points out the feasibility and opportunities and challenges in the development of farmers specialized cooperative economic organizations on these regional industries with comparative advantage. Correspondingly, this paper proposes differentiated measures lastly.In addition, this paper analyzes the relationship between farmer specialized cooperative economic organizations and China's food strategy. The analysis of this paper shows that, on the one hand, due to the property of grain industry and state control policies, these industries are not conducive to the development of farmer specialized cooperative economic organizations over a long period of time. On the other hand, as a result of the very important position of China's grain production bases, the state should give priority to the protection of these grain production bases in order to guarantee adequate food supply in future, and continue to implement effective controls to these bases. And other regions, if they have a comparative advantage, can be properly open up, to give farmer specialized economic organizations necessary policy space and geographical space.
