Content: It was brought forward in the proposal on the Third Plenary of the Party's 17th Session that obvious progress will have been achieved in the equalization process of the urban and rural areas and prosperity of its culture by the time of 2020. And the famers' rights in culture and their accesses to the good educations will have been fulfilled by 2020.... It also suggested that the building of a new socialist countryside and the acceleration of the utilities should be the strategic tasks of the new situation. And the culture construction has played a great role in the development of the utilities, which is revealed in the "20-words" slogan for the new countryside building. To realize a well-off life, we should promote and speed up the development in economy through science and technology. And for a new civilized, democratic and beautiful countryside,the culture standard of the rurals should be enhanced. Therefore, it will has significant meaning to advance the culture development and the supply of the cultural products for the rural areas.For long, compared to the eastern and central areas and cities, the cultural constructions in the west areas have been falling far behind, for which there are many reasons: firstly, there is almost not effective culture demand, since lowly-educated people in a lowly developed economy have not realized the importance of the culture constructuons. Secondly, the government have ignored the positive effect of the culture construction for the economy during the process of helping the famers towards prosperity. At last, the lack of financial support and unreasonable supply of cultural products has resulted a low level supply of cultural products in western rural areas. In recent years, CPC Central Committee has carried out strategies for integrating urban and rural development, and implemented a series of policy for the well-developing of agriculture and farmers. As a result, the level of the public services has been greatly enhanced, the culrure life of the farmers has improved, and the traditional culture has been protected and inherited much better.However, due to long-standing and great culture supply gap in the western rural areas in the history, there is still a wide gap in the current cultural life between western areas and central rural and urban areas, and also the eastern areas. Having analysed the present status of the culture constructuins in western areas, and drew a lesson form the much developed cultures of the central areas and abroad. this essay is to optimize the present supply model of the western areas, and to form a integrated-diversity supply model for the western culture custructions, which is based on the farmers' culrure neeeds and the supply aspect of the culture.There are six chapters in this paper: The 1th chapter has brought forward the issues, which has also given a general introduction on the background, significances, ideas and methods of the research.The 2th is about a summary of the present status on the cultural product research, which includs the theoretical summary and its research situation.The 3th chapter has analyzed the supply status of cultural products in the western rural areas. It has summarized the existing supply models and the problems under them, and then it has given a detailed information on the problems and found out the sticking points of the problems.The 4th chapter has summarized the successful experiences of the culture products in domestic and abroad. It has firstly analysed the culture products supply of the central and eastern areas, and then looked for useful information from the experience of the successful governments and farmers in culture constructions. Secondly this chapter has studied the experience of the Japen, india and US, as the representatives, and learned something useful in the aspect of the culture product supply.In chapter 5, the integrated-diversity model, based on the demand aspect of the culture products, has been discussed from two aspects: firstly it is the culture products demand of the farmers, in which, a demand-expressing system has been constructed from the Lindahl (Sweden economist) Equilibrium (林达尔均衡) and the Charles Tiebout Model, Voting with Feet(用脚投票).Secondly it is the supply part of the culture products, which is divided into government supply, profit-making and non-profit-making organizations supply, and the active and wide participation of the farmers.In chapter 5, realtive counter-measures have been suggested according to the supply model above. To perfect the supply model, there are mainly three measures: one definite authority, a stable supply base and an optimized decision-making system, which can secure a efficient, fair and stable long-term supply of the culture products in western areas.Based on the study of the 3th and 4th chapter, chapter 5 is the most important chapter, which has given a deep and specifc analyse on the supply model discussed. Firstly, it has figured out the inter-relationship between the demand and supply sides of the culture products, that is, they depend on, control and restrict with each other, and there will be no supply without the demand of the products. Secondly, according to the Lindahl Equilibrium, the method of the tax-imposing voting can be used to promote the farmers' good expression of their effective and true culture preferences in the process of the products-supplying. And the culture demand system of the farmers can be improved accoding to the theory of Voting with Feet. At last, accoding to the advantages of the different parts, regarding the government as the main one, a widely participated supply model based on the demand side of the culture products, has been formed to realized a effective and efficient supply in the western countrysides. In the course this article, it has adopted many study methods, such as the combination of theory and practice, combination of the empirical and normative, and the comnination of macro and micro views, and so on. And it has a deep and detail study on the culture products supply model of the western areas from the demand and supply sides.
