The Government Is Way To Create Public Service Jobs

Employment, the foundation of the people's livelihood, is the crux of the development of the economic society and the improvement of the people's living standards. Besides a means of earning one's living, employment is also a channel for one's merging into society, which gives hope to both the family and the individual. Aiming at the situation and the characteristics of the new period, the Chinese government has formulated and enforced a series of active employment policies adapted to China's particular conditions. Employment is a basic right enjoyed by all the citizens. In recent years, researches on the problems of the domestic groups with employment difficulties are paid close attention to. The government has a grave responsibility to improve the environment and conditions of the people who are at an unfavorable position in the employment, and to promote a full employment.In the process of practicing, the government has given full scope to promoting the employment of the disadvantaged group through creating working posts in public service by the following measures-- to have created more employment opportunities, to meet the needs of the development of the social service, to maintain the stability of the society and ensure the equity and justice. Meanwhile, the government came up against many problems while executing this, thus is hard to gain the expected aim. How the government makes further improvement of the ways of creating working posts in public service can not only embody the effectiveness and justice of exploiting and making use of public resources, but promote a full employment and realize active employment policies in earnest.This paper gives an introduction of the current situation of labor employment and employment policies of our country, the main employment-promoting policies both domestic and abroad as well as its inspiration to our country. The paper, through the demonstration and research on the ideas and practice of the Shanghai government's creating working posts in public service, expounded and verified that "purchasing posts to help the weak" can be only a temporary and transitional solution in stead of a sustainable scheme. In the last past, the paper chose one of the posts of the public services—community assistant as an object to give a deep analysis, which provided practical and meaningful policy suggestions to the improvement and promotion of the government's creating working posts in public service.
