To achieve high-quality employment is very concerned about our current issues,but also a worldwide problem.Many countries abroad to solve this problem in the construction of employment public service system for a useful attempt,a lot of practice has proved that this is an effective way to improve the quality of employment.At present,the employment system of public service in the economically developed areas of eastern China has deveoped rapidly,which has formed a diversified supply model which is dominated by the government and actively participated in the market.However,the employment services in most parts of the central and western regions are provided by the government.Heilongjiang Province,the publicemployment service system basically formed the city,district and county,street(township),community(village)five public employment service framework.With the changing employment situation,the employment of public service supply model,service content,service capacity need to be improved.It is of great significance to develop and utilize the human resources of Heilongjiang Province,adjust the industrial structure and solve the employment problems,especially in the background of the industrial transformation and upgrading,how to improve the level and efficiency of the employment of public services to promote the improvement of the quality of employment.Based on the Keynesian employment theory,the theory of dual labor market segmentation and the theory of market failure,this paper expounds the present situation of improving the employment quality of the employment service system in Heilongjiang Province based on the employment system of public service in Heilongjiang Province,taking the employment public service system as the starting point to study its effect on improving the quality of employment.,Which analyzes the status quo of the employment quality of public policy,vocational skills training,employment service organization and employment network information platform respectively.It is found that there are non-equalization of employment public service in Heilongjiang Province,vocational skills training and re-employment resettlement,employment service organization The lack of access conditions is not clear and the employment service network platform information sharing is poor and so on,the causes are:there are two yuan labor market segmentation,lack of vocational skills training results transformation mechanism,the market mechanism is not running and employment infrastructure financial investment.Drawing on Japan,Australia and the Netherlands three countries employment public service system in improving the quality of employment experience.This paper puts forward some countermeasures and suggestions on perfecting the public policy support system of employment in Heilongjiang Province,gradually establishing lifelong vocational education and training system,innovating the mode of employment service and strengthening the construction of information platform.
