By the reform and reorganization, the area of telecommunication monopoly has been get rid of. Along with the 3G period comes, the China Mobile face to the challenge that has never heard of. At present, the most considered question of China Mobile is that how to face multilateral competition, how to reserve the upper stock customers in the new competitive statement, how to keep the service income persistent and stable increase when the voice service has come down day by day in the future development. At the same time, with the development of mobile communication technology, wireless technology has combined with data technology more and more closed, and more and more application of mobile data technology has been lead to the area of wireless technology which has been pushed to the front step by step. Therefore, this passage is prior to do some research on the development of Hunan mobile phone IC card, to put forward to the development modal of Hunan mobile phone IC card service, market profit modal and some developed suggestion.The research proceed from the analysis of system IC card business market, by analysising the statement of mobile phone IC card service based on the RFID technology, and comparing to the traditional IC card service, finding out the possibility of getting entrance to the business , the entrance modal and the adopted marketing modal of the mobile phone IC card service. The research process is as follow:Firstly, to do some bibliography overview to the mobile E-business's status and development trend, it also to the mobile E-business on the basis of RFID.Secondly, to do some qualitative analysis and quantitative analysis to the traditional IC card business market statement, by doing some analysis on the traditional IC card business market infrastructure or the key value chain, putting forward to the mobile IC card business's market need and potential application type.Thirdly, on the basis of bibliography overview, to do some research on the mobile phone IC card service consumer market, and design the interview outline and survey, to interview and survey the customers in Changsha , Zhuzhou etc, which lead to sum the mobile phone customers' acceptance, affecting factor, product command, target customer group feature.Lastly, to put up the mobile phone IC card service development modal and marketing modal, meanwhile, to sum the mobile phone IC card service development policy, and then put up to the follow-up suggestion.
