Part-time employment are at the rapid development of China's market economy, the increasingly serious employment situation against the backdrop of development of a flexible form of employment of labor, especially in restaurants, supermarkets, community service and other fields, employers of hourly workers to be used more and more . Because the existing system of laws and regulations is based on traditional forms of employment for full-time, and the state and a number of places formulate some laws about the part-time labor and employment, but unable to meet the growing needs of part-time employment, the Legislative lag-time employment not only affect the healthy development, but also not guarantee the rights and interests of part-time employment. From September 2002 onwards at the convening of the CPC Central Committee and State Council on the work of the National Employment Conference stressed the need to vigorously develop on-time and other flexible forms of employment. In reality employing units act differently, and interests of part-time workers have been repeatedly violated. The improvement of legislation are the key for development of non-full-time labor and employment. How to make and lifting the part-time labor and employment contracts, this article made a number of their point of view, consider part-time labor and employment contracts should also be entered into the form of full-time labor contract from the " the principle of writing ", the goal is the same,that is to reduce disputes, and protect vulnerable groups of workers interests.
