The main tourist targets increase rapidly every year and the scale expand gradully, the economic and social benefits is quite obvious. The popularity of the city is rising rapidly for not only to create four major international influence brands as a landscape in Jiaozuo, Yuntai moutain, Tai chi and the world's outstanding travel services brand, but also to creat China's best tourist city successfully. All of these make the city's economic restructuring come true and set a new image of Jiaozuo to the outside. The rapid development of the tourism industry is regarded as "Jiaozuo Phenomenon" by all sectors of the community and a miracle in the development of tourism history by experts, that has a wide-ranging social implications. Therefore, the sum of its successful experience and the exploration of its shortage has a certain degree of reference to the inland cities, especially to the resource-exhausted cities for developing tourism resources and promoting the development of tourism.This article attempts to use the related knowledge about Public Administration and Management and to take empirical research methods to explore development modes for emerging tourist citis through the anatomy of a sparrow, and then recommends the corresponding policies.
