Study On The Difficulty And The Countermeasure In The Operation Of China's Urban Workers' Medical Insurance Fund

As an important social security arrangement, society medical insurance system is related to the people's vital interests and the sustainable development the medical insurance cause. The medical insurance fund is material base of the medical insurance system, which is related to whether the citizen can accept the necessary medical treatment serves, if serious problem appears on the operations of the society medical insurance fund, the citizen may can't afford the medical treatment serves, or may trapped into the living difficulty. It will badly infect the economical development of survival and the society progress.In our country, the basic medical insurance system for urban workers is a specific form of the social medical insurance system, it has played an important role on protecting workers rights and improving the workers'health, safeguarding social stability, and promoting social harmony. The basic urban health insurance funds have a great amount of money now. However, in the processing of the fund operation, it appears some problems. If not solve the problems properly, they will bring risk to the medical insurance system. This paper was doing some analysis and study on the operating of the city workers'medical insurance fund. Find out some problems in the raising money and the payment proceeds, and analyzed the reason of why it fell into that position. And finally, proposed the solution of the problems including promoting the system design, enlarging the coverage of the basic medical insurance, improving the way of funding payments and so on.
