Study On The Control Of Basic Medical Insurance Fund Expenditure For Urban Workers In Hebei Province

China undefined current downward economic pressure continues to grow,population aging is deepening,however,the financing capacity of medical insurance is showing a weak state of growth.Today,the people undefined demand for medical services and medical resources is constantly increasing.At the time of the contradiction between the increasing difficulty of medical insurance financing and the increasing demand for medical care,how to further strengthen the management of the medical insurance fund and make full use of the limited medical insurance fund to achieve more valuable medical care,It is the main problem facing the medical insurance work at present and in the future to maximize the insurance level of the insured and meet the increasing demand for medical services of the people at present and for a long time in the future.The basic medical insurance fund expenditure of urban workers in Hebei Province has been in a growing state,and the cumulative balance is increasing.The research on the control of the basic medical insurance fund expenditure of urban workers in Hebei Province is aimed at increasing the medical demand at the present time.To study how to restrain the unreasonable growth of medical expenses from different aspects,so as to make the medical insurance fund better achieve "balance of payments" and promote the good operation of the medical insurance fund,so as to better provide the people with high-quality basic medical care security.Reduce its medical burden,realize the goal of medical insurance system.This paper analyzes the changes in the number of participants in the basic medical insurance system for urban workers in Hebei Province in recent years,the changes in fund income and expenditure,and the measures taken in the control of medical insurance fund expenditure in Hebei Province.Starting from three aspects: the supply side of medical service,the demand side of medical service,and the management side of medical insurance fund,it is found that the management of basic medical insurance fund for urban workers in Hebei Province has the extensive control and control of medical insurance payment method.Insufficient supervision of personal accounts,lack of measures to deal with the risk of devaluation of funds,inadequate supervision and construction of grass-roots funds,idle resources of primary medical institutions,insufficient financial input and so on.Therefore,from the two aspects of the source and process of fund expenditure control,it is pointed out that the basic medical insurance fund expenditure control of urban workers in Hebei Province should effectively avoid the increase of medical expenses caused by moral hazard.We will actively explore ways to control medical expenses from drug terminals,speed up the reform of individual accounts for medical insurance,speed up the construction of systems in the supplementary field of medical insurance,and increase local financial expenditure on medical and health care.Improve the medical insurance fund supervision information construction and other aspects of efforts.We will curb unreasonable growth in the expenditure of the basic medical insurance fund for urban workers in Hebei Province,improve the efficiency of using the medical insurance fund,achieve a balanced income and expenditure of the medical insurance fund,and ensure the safety of the medical insurance fund.And then promote the smooth operation of the entire medical insurance system to provide a reference.
