The reform towards the social medical security system has been initiated forthe reason that the free Medicare in the government institutions and state-ownedenterprises has not adapted to the needs of economic reconstruction since1980’s.Basic medical insurance system for urban staff, as an important part of themulti-level medical security system in China, has played a key role in theprotection of public health and advancement for economy and society. However, asa result of economic growth, medical progress and aging population, in our countrythere is an extensive growth of medical costs and the expenditure of basic medicalinsurance foundation. Therefore, the study focused on the operation of the basicmedical insurance fund for urban workers would help us to improve the socialmedical security system and safeguard the basic medical rights for the urban staff.On the basis of the research results made by the domestic and foreign scholars,the paper focused on the operation of the basic medical insurance fund for urbanworker has made a profound analysis of the background and significance of theresearch. Using the principle of the macroeconomics, insurance actuarial theory, gametheory and information economics, the paper has analyzed the procedures of financing,management and expending and then has pointed out he realistic problems in theoperation of the basic medical insurance fund. Eventually, we have submitted therelevant proposals to solve the problems the paper pointed out before.
