In order to gain more profit and high income, TV stations tend to satisfy the public by way of adding more amusing and sensual elements, which lead to vulgarize the biological TV environment. CCTV has done a better job in propagating "Green audience ratings" and "Green Income" which inspire new concepts for city TV stations to develop and purify the advertising environment. In order to gain sustainable development, and the effective influence, city TV station should do something to purify the environment of advertisement distribution. This article aims to analyses in detail with the theory of media biography, the difficult advertising environment of ShiJiaZhuang TV station, and try to find a solution to purify the environment of advertisement distribution-a more practical idea on facing both competition and sustainable development of city TV stations.
