Agriculture is the foundation of the national economy, the stability of agriculture will be a direct impact on our country's economic development and political stability. In the development of agricultural production, farmers are the most dynamic factor. whether the farmers'enthusiasm has been mobilized, whether the farmers'income can increase sustainably and rapidly, will largely affect the rural economy and even the development of the national economy. But in recent years, farmers'income have grown sluggishly, the increasing welfare gap between urban and rural residents and the sharp differentiation of society benefits, significantly deviated from the core value of a harmonious socialist society– fair. Fair is the norm and guideline which is reasonable and willing to be accepted by the public, as a result of a harmonious society and the balanced development of urban and rural areas, it will eventually solve the problem of farmers'slow income growth.Around these ideas, in the paper, author attempts to analyze the current Chinese peasant's stagnant revenue in accordance with a fair opinion, and to achieve equitable access to promote the growth of peasant incomes. The article totals five chapters. Chapter I outlines the research background and methodology. Chapter II introduces the fair theory of all times, and at home and abroad; and put forward author's own understanding of fair. Chapter III brings up the problem to be solved–the reality of farmers'stagnant income growth. The chapter is based on the income satisfaction survey of farmers in Henan Rural Area, through the reflection of social equity indicators - income satisfaction, the use of statistical analysis method, analyses individually the impact factors of farmers'income satisfaction. It arrives at that the main reason is sluggish growth in farmers'income. Then taking an overall view of the national areas, from special to general, the chapter analyses longitudinally the Chinese farmers'income growth trajectory and the status, overviews the negative impact of farmers' stagnant revenue growth. Problems must necessarily exist the reasons for them. Chapter IV is therefore based on the perspective of fair national treatment, from the unfair politics treatment, unfair economic treatment as well as the unfair treatment of society, analyses the reasons for farmers' stagnant income growth. In the last part, Chapter V, Combined with China's current rural implementation of various reform measures and the experience of foreign developed countries and economic organizations , directed towards fair, sets forth a series of policy recommendations to promote fair treatment and income growth of farmers.
