Since the reform and opening up, the income of urban and rural residents in Xinjiang growssteadily, and living standard has improved a lot. But, we should also be aware of thedistribution of income. The gap between the net income of farmers or disposable income oftown residents and the average national level is becaming larger and larger. Xinjiang ruralGini coefficient is showing a rising trend, and xinjiang mixed Gini coefficient has been morethan0.40for many years. It shows that there are a lot unfair distribution of income in xinjiangAs a special area, the development and stability of xinjiang has important significanceto the whole nation. The fairness of the distribution of income in Xinjiang directly influencesthe xinjiang ’s great-leap-forward development and stability. Only the inhabitants of xinjiangincome distribution of fairness and the income gap in the degree of reasonable control, willstimulate the capital and labor’s energy, so as to promote the xinjiang economygreat-leap-forward development and stability. Once the income gap of residents in xinjiang isbeyond reasonable degree, it will affect the sustainable development of economy and thestability of the society.Therefore, this paper researches the distribution fairness issue of income in xinjiangfrom two dimensions: the function income distribution, income distribution of scale, andprovide some suggestions for the improvement of the distribution of income in xinjiang.Onthe basis of examining the xinjiang residents labor income history stage, comparing with otherprovinces in xinjiang national labor income share, furthermore, the paper analyses the changeof each industry labor income share in xinjiang. The factors affecting xinjiang residents laborincome share are compared by using the multiple regression quantitative analysis. Across thecountry, the primary distribution of labor income share in xinjiang is reasonable, the first timedistribution of the result is fair.From the point of the income distribution of scale: through theanalysis of the income of urban and rural residents in xinjiang, the existing problems arefound, and at the same time the xinjiang, industry and ownership of between residents’ incomeare analyzed. By using the two international indexes: Gini coefficient and Engel’s coefficient,.the fairness of the distribution of income is measured. The gap of income distribution of inhabitants in xinjiang is becoming bigger and and biggerand unfair. Xinjiang’s Gini coefficient has been on a steady rise state, especially the nationalrural gini coefficient decline, however, the rural Gini coefficient of Xinjiang has been on therise state. Gap between the rural and urban areas in xinjiang has become worse and worse.Finally, through the angle of frist second and third distribution, the policy suggestions thatimprove the fairness of distribution of income in xinjiang are given..
