There are two outstanding characteristics in the rural area of our country. The one is the large population; the other is the low level of economic and social development accompanied with serious urban-rural split. These two characteristics are considered, the meaning of solving problems in"the agriculture, rural areas and peasants"is self- evident. All countermeasures to this problem must be based on these two characteristics. Scholars have explored a lot on this issue through different ways. From 1990s, the rapid progress of information technology has brought tremendous changes to society in various fields. To build a modern rural information service system supported by ICT and led by the Government has become a focus to explore a new way to rural development. However a large number of investigations and studies show that there is a prominent problem in rural information services in recent years: a number of agriculture-related informatization projects constructed by the Government with great cost didn't bring the expected effect in the rural development. The rural information services are faced with the contradiction that information resources are idle while farmers'information needs can't be met.Based on the two major characteristics of Chinese rural, to solve the conflict between farmers'information needs and the utilization of resources is the main purpose of this paper. In order to achieve the goal, the organization construction in rural information services is chose as the research object. And the theory of information management is chose as the research perspective. Information management theory is an essential tool to explore the effective approach of information resources utilizing. In information society, the theory has been applied increasingly widely accompanied with the infiltration of information technology to the society. In the background of information society, the environment in which rural information service organizations exist has undergone profound changes. And the architecture of traditional rural information services organizations which is constructed in the light of the government departments can't adapt to this changed environment, thus leads to many questions in rural information services. The tension between to change or not oppresses organizations of rural information service to make adaptive adjustment in organization goal, organization foundation, and organization structure. Therefore, to explore the law of organization change in the information-based environment and to resolve problems in rural information service through the scientific construction of rural information service organizations from the perspective of information management is the core content of this article. Specifically, the above ideas are expounded through the six chapters. In Chapter I,based on a systematic literature of information management theory and recent research situation in rural information services,the main ideas of this article is put forward. Chapter II is the theoretical basis for the whole article. Through the analysis of three theory," information services with the core of information management ", "integration of information services", "organizations based information", the framework with 3 dimensions which are organization goal, organization foundation, and organization core, is established. Chapter III is to summary the existing problems of organization construction in China's rural information service from the perspective of information management theory. Chapter IV is to analysis a new type organization of rural information service in India called"e-Choupal"and summary the successful experiences on organization construction from the perspective of information management. Chapter V is to raise a series of countermeasures to organization construction of China's rural information services based on the research in previous chapters. At last, the train of thought in this article is carded again and problems waiting to be researched further more are put forward in Chapter VI.
