I think that effective measures of management should be reflected on mobile vendors'characteristics. In the short term, it can be useful for the relevant departments to guide mobile vendors decentralizing, thus mitigating their negative external influences and making them to play their way fully. In the long term, we need to rely on national economic growth and balance development of economy between the urban and the rural in order to effectively manage mobile vendors in Shanghai. Improving the standard of living commonly will not only be good for controlling the overall size of the mobile vendors in Shanghai, but also will be good for improving the degree of civilization of both vendors and costumers. And also it will be good for mitigating the negative external influences of mobile vendors, and giving full play to their positive external influences, thus making them better for economic construction and people's livelihood in Shanghai.The purpose of writing this essay is to point out the inevitability of mobile vendors'existence in Shanghai. Management will be a long process.
