After experiencing the change of history, the development of social economy and the strict control from the government, mobile vendors can still be able to be active in the market in Shanghai, which means that mobile vendors'existence is inevitable. There are two aspects to embody so. One is objectivity, another is necessity. The external environment for their survival and their capacity to participate in the market embody objectivity. The process of urbanization, the pressure of employment and the need from residents embody necessity. I paid most attention on the inevitability of Shanghai mobile vendors'existence with the combination of the point of views mentioned above.Although mobile vendors'existence in Shanghai is objectivity and necessity, they also have negative external influences such as jamming-up traffic, polluting the environment and so on, which course criticism from the public and the rectification from the government. Therefore, the negative external influences of mobile vendors were among the discussion in the essay, too.It is the necessity of mobile vendors'existence in Shanghai that makes such types of management as "blocking all", "strict banning" to be useless. I think that effective measures of management should be reflected on mobile vendors'characteristics. In the short term, it can be useful for the relevant departments to guide mobile vendors decentralizing, thus mitigating their negative external influences and making them to play their way fully. In the long term, we need to rely on national economic growth and balance development of economy between the urban and the rural in order to effectively manage mobile vendors in Shanghai. Improving the standard of living commonly will not only be good for controlling the overall size of the mobile vendors in Shanghai, but also will be good for improving the degree of civilization of both vendors and costumers. And also it will be good for mitigating the negative external influences of mobile vendors, and giving full play to their positive external influences, thus making them better for economic construction and people's livelihood in Shanghai.The purpose of writing this essay is to point out the inevitability of mobile vendors'existence in Shanghai. Management will be a long process. I hope to provide perspectives to the management by revealing Shanghai mobile vendors'competitive advantages and characteristics.There are three main aspects of new insights in this essay. The first one is defining mobile vendors from the perspective of flow. The second one is analyzing inevitability of existence by using the theory of flow, competitive advantages and so on. The third one is giving proposals from both the short-term and the long-term perspectives.
