Labor market integration is one important aspect in EU integration. In this paper, we investigate the most important aspect of labor market integration, namely, movement of labor. We first look into the problems that exist in the EU labor market. Then we claim that the reasons why EU needs labor mobility is that it can serve as remedies to the poor labor market performance and aging problem in EU. Furthermore it can enhance the economic performance of EU through complementary effects. Next, we look at the policy aspect of labor mobility. We investigate three important policy documents about movement: 1. Action plan for labor mobility; 2. Migration integration policy; 3. Transitory labor market arrangements. After that, we move to investigate the trend of labor movement and find out important factors that people concern when they are making decisions to move. Then we look at existing empirical studies about impact of labor mobility in EU which suggest that in history, labor mobility in EU had more complementary effect which makes above argument robust. At last, we conclude this paper with some implications for Chinese policies.
