Ecological Environment In Mining Recovery And Management Of The Deposit System

The mine ecological environmental restoration and management deposit system as a guarantee of an effective system of environmental protection has been fully implemented in our country, but in the implementation process, there are still many existing problems and many places to be improved.This thesis is based on the present situations of mine ecological environmental restoration and management deposit system in China, using the advanced experience of other advanced mining countries in mine ecological environment protection for reference, to put forward some effective suggestions for ecological and environmental restoration and deposit system, including some system of governance and policy recommendations. Through the research, this thesis holds that the ecological and environmental restoration and management of mining deposits is based on the environmental benefits to the mining rights of people, it sets an obligation, it embodies an environmental interests, which is different from other interests, it is a legal obligation that mine owner must obey, but also a mandatory obligation.This thesis includes the following parts:Part I: It is the mine ecological environmental problems and mine ecological environmental restoration and management deposits in China. This part analyzes China's mining development problems in the ecological environment , the basic meaning of margin recovery and management, legal and ecological functions,and discusses and establishes the theory basis of margin recovery and management system.Part II: It is the analysis for the present situations of mine ecological environmental restoration and management deposit system in China.The author analyses eco-environmental recovery and management of China's mines deposit system from the legal, policy, and local laws and regulations in terms of the ecological environment of China's mines margin recovery and management system.On this basis further analysis of the ecological environment of China's mineral deposit system for recovery and management major problems.Part III: It is the evaluations and inspirations of mine ecological environmental recovery and management deposit system in some foreign countries. This part focuses on the United States, Canada, Australia, Japan, Germany and other developed countries in implementation of ecological environment in mining deposit system restoration and management practices and experiences, and then summarize some advantages which our country should learn from in the implementation of mine management deposit system.Part IV: It is the improvement in the deposit system of mine environmental and ecological restoration . This part concentrates upon the main problems for the recovery and management of China's ecological environment in mining deposit system, by the strengthening legislation, improve the management system, clear boundaries deposit paid, proportion and deadline of the reform of the mining permit system, guarantee the return of strict conditions for the establishment of credit guarantee system and strengthen supervision and management, etc.,to discuss how to improve the ecological environment in China's mine deposit system for restoration and management.
