The Case Analysis Of The PPP Project For Ecological Environment Protection Of Zhelin Lake Of Jiujiang City

With the further aggravation of industrial pollution and the frequent occurrence of flood disasters,the environmental protection and defense ability of warning people's water resources is experiencing great challenges.In the face of these problems,local governments are often unable to do enough,local fiscal funds are stretched and planning is difficult to use.At present,the national Ministry of finance vigorously promote PPP projects to deal with water resources problems provides another way of thinking,the social capital to join the ecological environment protection PPP projects began to prevail in China.Based on the understanding of PPP financing mode of eco-environmental protection,combined with the case analysis of Zhelin lake eco-environmental protection PPP project in Jiujiang city,this paper discusses the financing mode,investment structure,available funds selection and government procurement mode,studies the advantages and disadvantages of Zhelin lake eco-environmental protection project in Jiujiang city in these aspects,hoping to be improved in other eco-environmental protection PPP projects,so as to obtain a PPP project model of eco-environmental protection adapted to China's national conditions and laws.First of all,the thesis introduces the background conditions of the PPP project,which is the theme of this thesis,and explains why the PPP financing mode is needed to support the ecological environment protection.This pap introduces that research on PPP of ecological environment protection by domestic and oversea scholars,the research methods of this paper,possible innovation and deficiency.Secondly,the paper summarizes the related concepts of PPP financing model for eco-environmental protection.This paper discusses the importance of ecological environment protection and its future role,puts forward the principle of PPP project for ecological environment protection in China,and compares it with the traditional investment and financing mode in China,and expounds the advantages and feasibility of PPP financing mode for ecological environment protection.Finally,taking Zhelin lake eco-environmental protection PPP project in Jiujiang city as an example,this paper analyzes the case from project preparation,bidding to franchise company establishment,discusses the principles of PPP financing model for eco-environmental protection,analyzes the financing structure,investment structure,available funds selection and government procurement methods of Zhelin lake eco-environmental protection PPP project in Jiujiang city,and puts forward the financing structure,investment structure,available funds selection and government procurement methods of China's eco-environmental protection PPP financing.
