Henan Province, A Major Economic Activity Intellectual Property Review Mechanism

Intellectual property refers to the system choice of a government's public policies, which is made based on the country's reality and future needs about whether to protect intellectual property, what intellectual property to protect and how. At the national level, it is the system choice of a government's public policies, and at the international level, it is the basic rules of world trade system.Constructing an innovative country needs the intellectual property policies according with the social development. Currently, there exist some defects in the management system of the intellectual property of our country, mainly in the absence of the intellectual property management of the major economic activities. This thesis, from the aspect of the public policy analysis, discusses the defects and investigates public policies, the relationship between public policies and intellectual property. By learning from other countries' intellectual property experience, it suggests that a public policy system guided by intellectual property policies should be established to provide a theoretical and practical basis for formulating and implementing the outline programs of the intellectual property of Henan province. This thesis makes the following three innovative suggestions.Firstly, the major economic activities are put into four categories: economic construction projects, technological innovation projects, enterprise M & As or reorganization, and the import and export trade projects. The author attempts to delimitate the deliberation process of intellectual property and put forward a more systematic definition of the intellectual property deliberation of major economic activities.Secondly, this thesis evaluates the deliberation mechanism of intellectual property through the two investigations, that is, the investigation and analysis of the intellectual property management and protection in the major economic activities and technological programs, and it also studies the problems that arise in the economic and cultural development and the foreign trade and cooperation.Finally, this thesis, based on the theory of the intellectual property deliberation mechanism, suggests constructing the theory frame of the intellectual property deliberation mechanism of Henan province, that is, the basic principles, working procedures, the content of deliberation, etc. and establishing and improving the policies.
