With the development of the society and economy and living standard of people in China, more and more city districts of real estate come into being and their scale also become larger and larger. The property management has being improved in China:the concept of owner self-management has been accepted by common people gradually; the service level of property service enterprises has been enhanced. However, there are still a lot of problems in the process of property management such as the different kinds of conflicts among the owners, property service enterprises, property developers and other institutions, which gives threatens to the harmony of the city districts.The most important reason for this situation is that the building and operation of the property self-management mechanism in China. Most of scholars have recognized the problems of property self-management mechanism in China such as the difficulty of establishing and operation, the ineffectiveness of the mechanism and also put forward many solutions such as the perfection of supervision system, giving the owners meeting and owners committee the legal personality, improving the function of sub-district office and neighborhood committee and so on. But there are many shortcomings in theory about these solutions and there are not practical.The paper is on the basis of the description of the development situation about property management and the analysis of the important problems about the situation and existing problems of property self-management mechanism. The mature property self-management mechanism of American will be introduced. Then the paper suggests that just as the structure in the company, the concept of'owners association'should be adopted, with the independent legal personality, constituted by owners meeting and owners committee. The relations among the property service agents, property developers, neighborhood committee and sub-district office should be rational by building owners association. Finally, most of existing problems in the process of property management in China may be solved and the purpose of harmony real estate district may be reached.
