Ever since the very beginning of the housing market reformation, urbanization rate gets increasingly high. Estate Market prospers more than before, which pushes up selling price of commercial houses. However, housing security policy coverage in China is limited, which disables low-income families to get houses through housing market. This thesis, starting from Policy of Economically Affordable Housing, analyzing the practical effect of such policy, analyses the practical effect of such policy and draws a targeted conclusion of perfecting economically affordable housing policy.First of all, on the basis of the theory of affordable housing policy effect, this paper defines the relevant concepts of affordable housing policy effect, and then points out the standards, methods and models of affordable housing policies effect assessment. According to the object of policy effect assessment and past orientation of policy, introducing the context in which the economically affordable housing policy comes into being using historical backtracking method; analyzing the effects of such policy and the cause of such effects. After that, taking Xi'an city for example, affordable housing policy effect will be evaluated using "response-building assessment" mode by Questionnaire Survey, which to find that affordable housing policy can continue to be developed. However, there are some problems on affordable housing policy, such as the deviation of the beneficiary scope, the incompletion of the subsidies, the unclearness of the property rights and the unsoundness of the exit mechanism. Finally, this paper suggests that the affordable housing policy should be innovated through supply model, subsidy mode, property right regulations, buying-back, inside recycling model and so on.
