In the early days of china’s housing system reform, the major cities established thehousing supply system which was taken the affordable housing as the mainstay. A largenumber of low-income urban residents got new housing from this system. But asChina’s economy has entered into a transition period, the affordable housing policy isthrown into a dilemma, a lot of problems appear in the implementation of affordablehousing policy, such as unfair distribution, layout suburbanization and other issues, nowaffordable housing policy faces a crisis. The main research direction of this period is tolearn from the United States, Britain, Germany and other old capitalist countries, putforward countermeasures to improve our affordable housing policy through comparativestudy of these housing security systems. This paper selects low-cost housing policy as acompare object, compared with the above countries, Malaysia is more comparable forit’s geographically, national condition and ethnic groups constitution, in addition thelow-cost housing policy of Malaysia was highlighted as a best practice model and mostsuccessful program of housing for the poor at the United Nations Habitat II conferencein1997, which is more significant for affordable housing policy of our country.The main method of this paper is comparative analysis. This paper will compareand analysis the housing policy from target groups, way of subsidies, housing sources,financing, building standards and location, application, distribution, exit and circulation,management and reparation, and find the problems of our policy from the comparison,then put forward some relevant recommendations.
