The human life quality is strongly improved by rapid economic development, which helps modern people get unprecedented prosperous achievements, but at the same time more prominent problems have appeared and puzzled us. The contradiction between economic development, population growth and environment quality, and resource consumption is serious. In the past 60 years, many scholars have studied this contradiction continually and deeply. However, this kind of study focused only on certain single factor, did not include these four aspects into a whole system, and therefore was severely hampered in exploring the interconnected power system with the interaction process.In this thesis, four subsystems-population(P), resource(R), environment(E) and economy(E)-are regarded as a holistic PREE system, of which the inherent correlation, operation mechanism and information transformation are analyzed. The evolution sequence between urban development and whole regional PREE system is also researched. Lanxi area is selected as the study region. The urban regional development and alteration, the status of urban regional development, and the grade scale of this region are investigated. The key issue for this research is to analyze the development level of PREE system in Lanxi area and the correlation and coordination of each subsystem using fuzzy mathematical theory; to obtain the interactive relation between PREE system of Lanxi area and urban development by fitting the development level of each town in this area and regional PREE system using the principle of least squares method; to find out the mutuality action mechanism of PREE system and urban development and deduce the dynamic model.It is showed that the overall development level of PREE system in Lanxi area increased wavily with subsystems changing differently-the development level of population and economy subsystem increasing continuously, while the environment and resource subsystem declining continuously. The dynamic evolution relations of urban development and PREE system are described by cubic functions. The model foundation has guiding significance for exploring the relationship between urban development and PREE system, and searching their dynamic mechanism in the future.
