Shizuishan New Unemployed Group Status And Social Policy Research

With the "old unemployed groups" gradually withdraw from the historical stage, China's future population structure and the main body of unemployment will change. At present, the size of the new unemployed groups is still increasing year by year, it will become China's major component of the unemployed population, the employment problem of the new unemployed groups have gradually become the main contradiction in the labor market. Compared with the "old unemployed groups", the new unemployed groups is faced with the institutional vacuum, also is facing that from the school to the community, from students to professionals, from dependence to independence and nurturing the family role of the family conversion. If the new unemployed groups to lose their families that last a safety net, if the role of conversion failed, the new unemployed groups will be in a more vulnerable position, is not conducive to personal and social development. At the same time, because "knowledge of unemployment" phenomenon, the new unemployed groups have lost approaches which through education to change their status, thus making it, as well as the chance to change the fate of their and their next-generation are more reduced than before. The new unemployed groups are the young people who are the future of the main body of the state and society. If this group has been unable to work will not only result in a waste of talent, will also affect the long-term development of our country.This study is based on investigation of city Shizuishan in Ningxia, with 18 case studies including 14 of new unemployment population and 4 of other kind. This paper mainly discusses the new unemployed groups form the background, group characteristics, daily work and non-work life, social interaction and the inner world, trying to restore the status of a real group. In-depth analysis of the new unemployed groups'reality, but also analysis of the new unemployed groups may encounter various kinds of social consequences in future. Therefore, in order to enhance the new unemployed groups self-weakening to the stronger ability and resist the risk of downward mobility of the new unemployed groups, the article mainly from the developed to support the family's social policy, social-oriented point of view, social networks, employment concepts as well as the base for the development of youth vocational training, which puts forward several aspects of social policy proposals, hoping to enhance the new unemployed groups that self-weakening of the strong ability and to resist the risk of downward mobility. Further speaking, also hopes to promote the development of modern social work, promoting the new unemployed groups to promote social inclusion and social justice, fair and harmonious development.
