In the traditional planned economy system, the government in China keeps urban infrastructure construction, operation and management in their own hand, and urban infrastructure construction in China lags behind its economic development due to the limits of funds and efficiency. With China's reform and opening up and socialist market economy development since the 1980s, people are gradually aware of the role and status of urban infrastructure facilities in urban survival and development, and start to study how to strengthen the urban infrastructure construction and management. With the acceleration of urbanization process, urban infrastructure investment scale is growing continuously, so how to open up new channels of financing to resolve the problem of insufficient supply of construction funds has become a task of top priority.Starting with basic theory of urban infrastructure financing, the paper has summed up the corresponding supplying modes directed at infrastructure with different characteristics, and have emphatically analyzed common financing mode,innovation mode in China and practice on urban infrastructure financing of Shanghai Pudong Development Group since its establishment 10 years ago.In researching and analyzing financing models, the paper has explored influencing factors and evaluation theory on urban infrastructure construction financing mode, and has taken a demonstration and verification study on the validity in the evaluation of urban infrastructure construction financing mode through Analytic hierarchy process (AIIP), thus providing the method combining qualitative and quantitative analysis in the evaluation or optimization of urban infrastructure project financing mode afterwards.
