The city infrastructure construction is an important driving force to promote social and economic development,and also is an important factor to practice the sustainable development of society.BT model,including build and transfer,which already become a new type of investment and financing mode that is widely used in the field of infrastructure construction in the past ten years.The new model has paved new investment channels for social capital,and 0.promoted the diversification of investment in the field of engineering construction vigorously.However,the field of engineering never cease to the study on risk management to BT because the project has the characteristics of large amount of investment,long construction period,the project participants and related organization relations are complex.The article focuses on risk assessment of BT urban infrastructure investment projects.On the basis of BT project development and risk management literature review,meanwhile,put the characteristics of the BT projects and urban infrastructure analysis as a starting point,Identifying the risk of the general BT project in the early stages of the project,the construction period and the repurchase period.Standing in the BT project sponsors face high risk perspective to identify risk factors facing it and use the AHP to establish the risk evaluation model.Finally,take Xi'an high tech Zone second sewage plant as an example.Follow the way of "project characteristic analysis,risk identification,risk assessment,risk importance classification,risk response",and make an example to verify the analysis.The main research results are as follows:Construction of the general urban infrastructure BT project and the BT project sponsor perspective of risk identification system.Based on the analysis of the characteristics of BT projects and urban infrastructure projects,by using the literature survey method,the risk identification system of the general BT project in the early stage,the construction period and the buyback period was established;what's more,the risk factors of the system are established from the perspective of project sponsors.Using he method of AHP to establish the BT project sponsor risk evaluation model.Based on the project sponsor's risk identification,the risk assessment index system was established based on the analytic hierarchy process,and the risk evaluation model was constructed.Study on the Xi'an high tech Zone second sewage plant BT project which is a typical example of Xi'an city infrastructure construction projects.To in-depth analysis to identify the project specific risks faced by the initiated and stablish a risk assessment index system by standing in the project sponsor of the angle,Xi'an high tech Industrial Development Zone municipal matching service center.Through the using analytic hierarchy process and the ABC classification method,the key risks,the important risks and the general risks of the project are obtained,and the corresponding measures are put forward.
